Ticket hygiene, branch and commit conventions, gathered into their own section.

Two corrections alongside it:

  • The conventions section claimed HACS validation runs in CI. It does not and
    cannot — hacs/action validates through the GitHub API and this repository is
    on Forgejo — so it now says what actually runs and where the layout checks
    live.
  • Dropped a leftover Work goes on a branch and merges through a pull request
    bullet, left dangling by the paragraph that replaced it.
